Seaham Harbour was constructed between 1828 and 1884 by the Marquess of Londonderry to enable exportation of coal from local collieries. Breakwaters were added in the early 20th century, but there has been no further development since this time. The port had fallen into disrepair and regeneration was needed to revitalise the area.


Beckett Rankine Partnership carried out a detailed study of the existing port. A new concept was developed to focus the area on waterborne leisure activities. Limiting factors were highlighted, and a cost assessment was included for conversion of the North and South docks to small marinas.
